My brother is going through this exact scenario we havnt seen the child since she was 1, she will be 4 in January! Three years of stalling and the system allows it is so wrong and yes the mother should be arrested for contempt of court and wasting government money on legal aid there is other people out there denied legal aid for genuine reasons ! It all makes my blood boil, it's so frustrating ! I completley agree with every thing you say!
